6月23日，《深圳经济特区智能网联汽车管理条例》（以下简称《条例》）获市七届人大常委会第十次会议表决通过。《条例》出台后，将有力推动深圳市智能网联汽车产业迈上新台阶。
On June 23rd , the Regulations on the Administration of Intelligent Connected Vehicles in the Shenzhen Special Economic Zone(“Regulations”below) have passed in the 10th meeting of the Standing Committee of the Seventh Municipal People’s Congress. The promulgation of “Regulations “will strongly push Shenzhen intelligent connected vehicles industry to a new stage.
智能网联汽车是汽车、电子、通信、道路交通运输等行业深度融合的新兴产业形态。6月6日，深圳出台的《关于发展壮大战略性新兴产业集群和培育发展未来产业的意见》明确将智能网联汽车产业作为20个战略性新兴产业集群之一。近期出台的《深圳市培育发展智能网联汽车产业集群行动计划（2022—2025年）》提出，到2025年，智能网联汽车产业营业收入达到2000亿元。
Intelligent Connected Vehicles is an emerging industry form, which deeply integrates industries including automobiles, electronics, communication and road transportation. 作为创新之城，深圳智能网联汽车产业“领路”全国。据了解，深圳在人工智能、大数据、5G等领域有着较雄厚的技术基础，智能网联汽车相关行业拥有一批优秀企业。数据显示，2021年，深圳智能网联汽车产业营业收入1066亿元，开放智能网联汽车测试道路145公里，率先在妈湾港实现智能网联汽车规模化示范应用。
Shenzhen, as “City of Innovation”, plays a leading role in China’s Intelligent Connected Vehicle( ICV ) Industry. It was reported that Shenzhen has a relatively strong technology basis in the field of Artificial Intelligence, Big Data as well as 5G and a batch of outstanding enterprises in relation to ICV Industry. Data shows that the revenue of Shenzhen ICV industry amounted to 106.6 billion yuan in 2021. There has been 145 kilometers of ICV test road opened, taking the lead of realizing ICV large-scale demonstration application in Mawan Port.
为推动深圳智能网联汽车产业发展，规范智能网联汽车应用，深圳从去年起正式启动智能网联汽车立法工作。《条例》是深圳市在新兴领域的重要立法，也是我国首部规范智能网联汽车管理的法规，对智能网联汽车的道路测试和示范应用、准入和登记、使用管理等作了全面规定。
In order to enhance the development of Shenzhen ICV industry and regulate the application of ICV, Shenzhen has been working on the regulation of ICV since last year. The“Regulations” is Shenzhen ‘s important legislation in emerging fields and China’s first regulation on the management of ICVs, comprehensively regulating ICVs’road test, demonstration application, access, registration and the management of use.
参与审议的代表表示，“运用经济特区立法权，在智能网联汽车这一新兴领域率先探索，就加强智能网联汽车管理、促进智能网联汽车产业发展进行立法，将有力推动深圳市智能网联汽车产业发展，从而有效带动电子信息、人工智能、工业制造等相关产业进一步转型升级，推动战略性新兴产业向更高层级迈进。”
The representatives participating in the deliberation presented, ‘By use of the legislative power of the special economic zone, to be the first in exploring the emerging field of ICV and to legislate on strengthening the management of ICV and promoting the development of Shenzhen ICV industry, it will be a strong push to the development of Shenzhen ICV industry, effectively driving the further transformation and upgrading of related industries such as electronic information, artificial intelligence, and industrial manufacturing and promoting the development of strategic emerging industries to a higher level.”
深圳政协委员、深圳市智能交通行业协会常务副会长杨鹏博士指出，随着《深圳经济特区智能网联汽车管理条例》的出台，结合国家发改委《关于深圳建设中国特色社会主义先行示范区放宽市场准入若干特别措施的意见》中智能网联无人系统的有关措施，深圳在智能网联汽车以及所衍生的无人车等应用方面将获得巨大的发展动力。
Dr. Yang Peng, member of the Shenzhen Political Consultative Conference and executive vice president of Shenzhen Intelligent Transportation Industry Association, pointed out that with the promulgation of the "Regulations", combined with the relevant measures of intelligent unmanned system in “Opinions on Several Special Measures for Relaxing Market Access in Shenzhen's Construction of a Pilot Demonstration Zone of Socialism with Chinese Characteristics" by National Development and Reform Commission, Shenzhen will gain a huge development momentum in the applying aspect of ICVs as well as its derived unmanned vehicles.

《行动计划》提出目标：到2025年，智能网联汽车关键技术领域取得重大突破，产业基础研发能力明显增强，培育一批智能零部件供应链重点企业，实现网联化先发引领、智能化大幅跃升、电动化全面渗透。
The“Action Plan”proposes the goal: by 2025, major breakthroughs will be made in the key technical field of ICVs. The “Action Plan”puts forward five key tasks and eight key projects, involving technological innovation, industrial integration, commercial implementation, infrastructure services, and standard system construction. It is worth mentioning that ICV industry cluster focuses on the Pingshan District, Nanshan District, and Shenzhen-Shantou Special Cooperation Zone.

2022年6月6日发布的《深圳市培育发展智能机器人产业集群行动计划（2022-2025年）》指出目标：到2025年，组织实施一批电子信息、汽车、教育、安防、物流等领域智能机器人应用示范项目，培育形成一批智能机器人深度应用案例，实现智能机器人在重点行业的规模化应用。
"Shenzhen Action Plan for Cultivating and Developing Intelligent Robotics Industry Clusters (2022-2025)" released on June 6th 2022 pointed out the goal: by 2025, an array of intelligent robotics application demonstration project in the fields of telecommunication, vehicles, education, public security and logistics will be organized and carried out and a batch of in-depth application case on intelligent robotics will be cultivated, realizing large-scale application of intelligent robotics in key industries.
其中，《行动计划》提出：加强飞行控制系统、图像传输系统、传感器等无人机（船）关键技术与部件研发，提升无人机（船）产业自主可控能力；推动特种机器人、无人机（船）在智慧安防、防疫抗疫、防灾救灾、巡线巡检、建筑工程等领域的广泛使用。

在深圳市人民政府发布的《深圳市人民政府关于加快培育壮大市场主体的实施意见》文件中，指出目标：市场主体总量快速增长，年均新设立市场主体超50万家，到2025年，全市市场主体总量突破460万家，各类企业总量超过320万家，企业与个体工商户占比达到7∶3。市场主体质量明显提升，规模以上工业企业总量超过1.5万家，国家专精特新“小巨人”企业超过600家，国家制造业单项冠军达到80家以上，境内外上市公司突破600家，世界500强企业增至10－12家，国家级高新技术企业达到2.2万家，独角兽企业新增20家左右。
